Description of problem: Attempting upgrade of this system; dnf reports an error condition which stops upgrade (see below)

This bug appears to have been reported against 'rawhide' during the Fedora 35 development cycle.
Changing version to 35.

I'm surprised that it took so long for anyone to respond to this bug. Believe me I KNOW how it is to be overloaded. Sigh...

I have not seen this bug in over 3 years. Please close it..
