QE CI also reproduced the issue on ipi-on vsphere with payload 4.7.12, bootstrap failed to complete and openshift-installer exited due to time out waiting for the condition, but cluster is running well at last.
The issue is not 100% reproduced, rebuilt QE jenkins job to deploy cluster twice, one was failed with same error, another one was completed.
