Description of problem (please be detailed as possible and provide log
snippests):

For OCS 4.8 External mode, must-gather is skipping nooobaa collection.

Even when storagecluster and noobaa are present in the cluster, noobaa collection was skipped.

$ oc get storagecluster

Yes, this is a regression. Previously in OCS 4.7 only ceph collection was skipped not noobaa

Steps to Reproduce:
1. Deploy an OCP cluster 
2. Deploy OCS 4.8 in External mode
3. Run the command to collect must-gather 
   oc adm must-gather --image=quay.io/rhceph-dev/ocs-must-gather:latest-4.8
4. Check for following message in must-gather collection  or check the same in gather-debug.log inside the must-gather folder
"Skipping the ceph and nooobaa collection as External Storage is enabled"

Actual results:
Must-gather is skipping noobaa collection in External mode

Expected results:
Must-gather should collect noobaa logs even in External mode

This should work https://github.com/openshift/ocs-operator/pull/1191 I don't have an external cluster so I cannot test it but I have created a dummy script and that worked so I hope this should work. Please give it a try @sagrawal

The bug is still in New state, so once it moves to ON_QA and the fix is available in the latest builds I'll verify.
