Description of problem:
The action title : virtualization -> templates list -> kebab action item "create new template from" is not clear.

Steps to Reproduce:
1. go to virtualization -> template
2. in one of the custom templates click the kebab
3.

Actual results:
an action item titled "create new template from"

Expected results:
an action item titled "create new template" with descriptive tooltip
