For the Fedora KDE spin--in both the live session as well as the installed system--the Breeze Light color scheme is not applied correctly. The correct color is applied to the titlebar, but not the rest of the header area. This points to a lack of [header] group colors initially set in ~/.config/kdeglobals. Going into System Settings > colors and setting the color scheme to Breeze and then back to Breeze Light gets all the colors applied correctly.
This is an issue either kde-settings or plasma-workspace. For lack of better understanding at the moment, setting to plasma-workspace (since that's where our copy of Breeze Twilight global theme is at).
I found that this is actually an upstream bug: https://bugs.kde.org/show_bug.cgi?id=384950. You can work around it in Fedora by shipping the appropriate colors in your default kdeglobals file, since the issue is that Plasma doesn't do this for you on first boot. do kde-settings might be more appropriate, if that's where your default kdeglobals file lives.
Switching to kde-settings, as that's where a workaround would need to be implemented.
https://bugs.kde.org/show_bug.cgi?id=384950 was just fixed upstream in Plasma 5.24 (and I will see about backporting to 5.23), so any Fedora-specific workaround is now unnecessary.
