Description of problem:
The "terminal" is not present on node details screen

How reproducible:
100%

Steps to Reproduce:
1. have a non SNO cluster with bare metal platform
2. go to the compute->nodes->pick a node to get to its details
3.

Actual results:
there is no "terminal" tab

Expected results:
there is a "terminal" tab just like for a non bare metal platform one

no available 4.9 IPI on BM cluster for tests

Checked on 4.9 IPI BM cluster with payload 4.9.0-0.nightly-2021-07-04-140102.
Go to one node page, now there is "Terminal" tab on the page, access the tab, user could interact with terminal succesfully.
The bug is fixed.
