Description of problem:
Go to "Monitoring -> Metrics", default refresh interval is "Refresh off", input time() in the query field, click "Run queries", for example,
the current value for time()is
1622447537.494

wait for a few seconds, click "Run queries" again, the value is the same as the previous one, select refresh interval from drop-down list, will see the new value
please close it if it is by design.

I do think this is something we should fix. Although it is a fairly small UX issue, it became more obvious as a result of us disabling the auto refresh by default.

tested with 4.11.0-0.nightly-2022-04-26-181148, followed the steps in Comment 0, the graph and result under query table both can updated with "Refresh off"
