I am copying this bug because:
Since some upstream changes to the libpq library are introduced across all minor releases of postgresql (10.X, 11.X, 12.X), there is a requirement to rebase the libpq library for any future rebase of the postgresql streams to the same version as is the highest stream in the particular release.
A new postgresql:13 stream was added to 8.4.0, which means we should update libpq to the latest v13 in RHEL 8.4.0.
RHEL 8.2.0 and 8.1.0 include libpq 12.x, so we can stay on latest v12.x in those releases, but an update is needed as well.
