Description of problem:
As of now cephadm-ansible enables community ceph repos by default or enables cdn repos.
This affects internal downstream test compose build testing as internal composes are always behind community or enabling CDN ceph repos always is not suitable.

Steps to Reproduce:
1. Install cephadm-ansible
2. Run cephadm-preflight.yml


Actual results:
Playbook enables either Cummunity repo or CDN repo always

Expected results:
There should be an option to avoid repo enablement
