Description of problem:
On 'Create Network Attachment Definition' dialog, it says 
```
Missing installed operators
OpenShift Virtualization Operator or SR-IOV Network Operator needs to be installed on the cluster, in order to pick the Network Type.
```
'OpenShift Virtualization Operator' is obviously installed, but it's not able to select a network type.

1. Go to Networking -> Network Attachment Definitions -> Create Network Attachment Definition

It looks like an apiVersion issue, the operator is installed but the UI think it's missing because of apiVersion missmatch

Note to fix:
should work with both supported apiVersions, do not fix by switching to new apiVersion, we also need backword competability
