Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. Bugs of Red Hat partners with an assigned Engineering Partner Manager (EPM) are migrated in late September as per pre-agreed dates. This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
The dconf_gnome_login_retries rule results in error during remediation. The dconf_gnome_login_retries remediation breaks dconf configuration file - /etc/dconf/db/gdm.d/00-security-settings.
With the broken dconf configuration file, it is not possible to remediate the dconf_db_up_to_date rule.

Steps to Reproduce:
1. oscap xccdf eval --profile ncp --remediate --report report_1.html /usr/share/xml/scap/ssg/content/ssg-rhel7-ds.xml
2. oscap xccdf eval --profile ncp --remediate --report report_2.html /usr/share/xml/scap/ssg/content/ssg-rhel7-ds.xml

Actual results:
dconf_gnome_login_retries results in error during both remediations
dconf_db_up_to_date results in error during second remediation run

Expected results:
Both rules pass in both remediation runs

Additional info:
dconf rules are evaluated only on machines installed with GUI packages.

Both rules are only in NCP profile for rhel7.

Both rules show same error message:
unable compile /etc/dconf/db/gdm.d: /etc/dconf/db/gdm.d/00-security-settings: [org/gnome/login-screen]: allowed-failures3gdm.d: invalid value: 00-security-settings (2-3:invalid character in number)
