Description of problem:
cfgMap kubevirt-ca brought in by kubevirt does not get reconciled.

Version-Release number of selected component (if applicable):
CNV-4.8.0

How reproducible:
update kubevirt-ca cfgMap present in openshift-cnv

Steps to Reproduce:
1. oc edit cm kubevirt-ca -n openshift-cnv
2. update the cert
3. Expect the cfgMap to get reconciled

Actual results:
kubevirt-ca cfgMap does not get reconciled.

Expected results:
kubevirt-ca cfgMap does get reconciled
Expecting a new ca-bundle to have got created, when the data field is updated with some random/junk value.

VERIFIED with CNV-4.8.1


cfgMap kubevirt-ca brought in by kubevirt now does get reconciled successfully.
