websvn 2.6.1 is already available in EPEL 8.
websvn is stuck at 2.3.3 in EPEL 7 because of the ancient php version in RHEL/CentOS 7. The security fix will likely need a backport there.

After looking at the websvn 2.3.3 code, I think it is not affected as the getListSearch function first ship in the 2.6.0 release.

I would certainly not be against another pair of eyes taking a look, but I tend to say both EPEL 7 and EPEL 8 are not vulnerable.

Not sure this is the correct thing to do, but let's close this as 'NOTABUG' as websvn 2.3.3 which ships in EPEL7 is not affected.
