Description of problem: When backporting a patch enabling Memcached TLS, variable names were not aligned with the puppet-keystone stable/train branch, causing cache to be always disabled. I will create a separate bug for puppet-tripleo that will fix track the ability to specify the memcached_port.
The fix is part of openstack-tripleo-heat-templates-11.5.1-2.20210603174814.el8ost.2 package.
