Verified on OCP4.7.0-0.nightly-2021-06-20-093308 over OSP16.1 (RHOS-16.1-RHEL-8-20210323.n.0)

1. Changed the password for the tenant with one that contains '$' and updated rc file and clouds.yaml
2. Ran OCP installation
3. Checked that the password in the output of `oc get cm kuryr-config -n openshift-kuryr -o yaml` contains '$' escaped
