Description of problem:
Unable to access Configure > Insights page

- Satellite 6.9.3 snap 1
- tfm-rubygem-foreman_rh_cloud-3.0.21.1-1.el7sat.noarch

How reproducible:
- Always

Steps to Reproduce:
1. Go to Configure > Insights

Actual results:
- Blank page

Expected results:
- Insights recommendation page is accessible.

foreman-tail doesn't show anything (i.e. empty new output) when attempting to view that page.

Observation:
- Insights recommendation page is accessible.
