Description of problem:

Upon installation of OpenShift Virtualisation 2.6.4, the Virtualization Drop-Down is not displayed within the UI when using OCP pre-release 4.8.0-fc.7+

Deployed OCP pre-release (4.8.0-fc.3) from Assisted Installer to Bare Metal host, and installed latest OpenShift Virtualization (2.6.4) from the OperatorHub.

Virtualization Drop-Down in the Workload section of the UI, is displayed as expected.

Updated OCP to 4.8.0-fc.7 via the standard Update mechanism, but upon update, the Virtualisation drop-down no longer appears in the Workload UI.

OCP 4.8.0-fc.3 update to 4.8.0-fc.7 (and 4.8.0-fc.8)
CNV Operator 2.6.4

Steps to Reproduce:
1. Deploy OCP 4.8.0-fc.3
2. Install OpenShift Virtualization Operator (2.6.4)
3. Verify Virtualization drop-down displays correctly.
4. Update OCP to later image (4.8.0-fc.7 or 4.8.0-fc.8)
5. Verify Virtualization drop-down no longer displays

Actual results:

After OCP update, virtualization drop-down no longer appears.

Expected results:

Virtualization drop-down should be visible.

Additional info:

Another colleague installed directly to 4.8.0-fc.7 (rather than upgrading), and the Virtualization drop-down was not visible from the start.

4.8.0-fc.8 was released this week. You get the same result when updating to that release too.
