Description of problem:
There are 3 failures caused as a result of using an incorrect skip condition.

test_show_quotas_detail_4___2_53___False_

How reproducible:
100%

Steps to Reproduce:
1.Run full tempest on an existing environment.

Actual results:
Three tests that need to be skipped run and fail.

Expected results:
These three tests need to be skipped because of unsupported microverrion.
