Note: tini-static includes /usr/bin/tini-static as a static binary. I know that's generally frowned upon, but given that the point of this is to provide a standalone binary that can be used in containers, it seems reasonable to me.
I think static binaries are fine in this context. the language used in the packaging guidelines is now "SHOULD NOT" rather than "MUST NOT" and no longer mentions getting an exception from FPC https://docs.fedoraproject.org/en-US/packaging-guidelines/#_statically_linking_executables
