Description of problem:
3 commits of QoS negative tests are missing
from the downstream trunk OSP 16.1 branch.

How reproducible:
100%

Steps to Reproduce:
1. Try to run tempest test test_rule_create_rule_non_existent_policy

Actual results:
Test doesn't exist.

Expected results:
Test exists.
