Now that 4.8 has resolved router outages due to LocalTrafficPolicy, we can tighten the testing so that we don't regress. Add the same logic that control plane has to make upgrade non-disruptive for ingress.

The test was fixed in 4.9.0, and I'll backport the test to 4.8.z this sprint.

We've been observing failures of the cluster frontend ingress disruption test in 4.9 CI, and I'd like to get those failures sorted out before we tighten the tolerance in 4.8 CI.

This issue is stale and closed because it has been a significant time since its creation. If this issue should not be closed please verify the condition still exists on a recent supported release and submit an updated bug.
