Red Hat Satellite engineering is moving the tracking of its product development work on Satellite to Red Hat Jira (issues.redhat.com). That failing, please send an e-mail to the RH Jira admins at rh-issues@redhat.com to troubleshoot your issue as a user management inquiry. The email creates a ServiceNow ticket with Red Hat. Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "Satellite project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/SAT-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
Description of problem: content view auto cleanup doesn't clean the unused content view version if we keep the unused cv count 0

Steps to Reproduce:
1. Create the content view test1200
2. publish the content view till version 10
3. create the activation key test1200_ak and select content view test1200.
4. register the content host with created activation key(test1200_ak).
5- Assign the ansible role "redhat.satellite.content_view_version_cleanup" to the content host.
6- Set the value of satellite_content_view_version_cleanup_keep=0
7- Run the ansible role for this content host.
8- redhat.satellite.content_view_version_cleanup skipped the content view cleanup.
Actual results:
Automated content view cleanup role skip the unused content view version cleanup if we set the "satellite_content_view_version_cleanup_keep" value 0.
Expected results:
All the unused content views should be removed if we set the "satellite_content_view_version_cleanup_keep" value 0
