crashkernel=auto will be dropped and kernel package will include a crashkernel.conf indicating the default crashkernel value of a kernel release.
kexec-tools should provide new commands and scripts to update kernel crashkernel value based on this.

To support the crashkernel.conf
1. Add a `kdumpctl reset-crashkernel <kver>` command to reset kernel's crashkernel value.
2. Update new installed kernel crashkernel value automatically if the current kernel is using its default value.
3. Provide some docs.
