This is resolved in tfm-rubygem-redhat_access-2.2.20-1.el7sat which we are shipping in 6.9.3

Verified with:
- satellite-6.9.3-1.el7sat.noarch
- tfm-rubygem-redhat_access-2.2.20-1.el7sat.noarch

Test steps:
- Have host with insights recommendation(which can be remediated with ansible playbook)registered with satellite.
- Go to insights > Planner
- Crate plan and add rule/recommendation which have ansible playbook support.
- click on "Run Playbook" button of the crated plan.

Observation:
- No "Failed to create job. Ensure your systems are registered in Foreman" error.
- Job completed successfully.
