This clone BZ tracks the fix in CNV 2.6.6.

The issue is reproducible in CNV v2.6.6-39 / iib 90101
The first CBT snapshot is deleted once the 3rd one is created

verified rhv+vmware cnv-2.6.6-44 waited >3 Pre copies.
source vm turned On/Off
snapshots are only removed at the end of the flow.
