The cloned BZ#1959961 is targeted for 8.5 and has an 8.4.z clone at https://bugzilla.redhat.com/show_bug.cgi?id=1965337 The fixed build on the 8.4.z BZ is `NetworkManager-1.30.0-8.el8_4`, which is due to be released as part of the next RHEL 8.4.z batch. The latest RHCOS 4.8 builds include that build already, so it should be present as part of a new OCP 4.8 cluster install. I've updated the `Depends On:` field to point to BZ#1965337, updated the Target Release to 4.8.0 and moved this to MODIFIED.

I'll note that the RHEL 8.4.z batch release will go to customers *before* OCP 4.8 GA.
