Description of problem:

Interaction of specific Deployment and ImageStream can cause replicasets to be spawned continually and indefinitely, swamping the cluster.

Originally reported in INC1815369.

Can reproduce in 4.6, [[editing to correct]] and also 4.7.


How reproducible:

Always.


Steps to Reproduce:

Actual results:

replicasets are spawned indefinitely.  (CRC on my desktop gives that 500 per minute figure; expect more or less depending on the cluster)


Expected results:

no additional replicasets created.
