Description of problem:
has been found missing flows on envinronemt after terraform deployments. Instances are not reachable from specific ports, like there is a missing flow binding with security rules for some specific instances. 
This seems likely an issue of BZ https://bugzilla.redhat.com/show_bug.cgi?id=1908391
Please could we have your verify upon of it ?

How reproducible:
the customer is able to reproduce the issue by deploying 5 VMs with terraform and after that other VMs in the same tenant lost connectivity. Running ovn-appctl -t ovn-controller recompute solve the issue

Steps to Reproduce:
CU is able to reproduce by deploying 5 VMs by terraform

Actual results:
Instances on the same tenant lose connectivity after the deployment


Expected results:
Instances needs to be reacheables according their security group


Additional info:
the CU is deployng instances on provider vlan network
