Fixed in devtoolset-11-binutils-2.36.1-1.el7

Already fixed in devtoolset-11-binutils-2.36.1-1.el7....

Note - this BZ was created just so that we could create a z-stream BZ for a DTS-10.1.z update.
The bug is already fixed in the DTS-11 binutils sources.  Hence a build already exists.

Verified with devtoolset-11-binutils-2.36.1-1.el7.
