Description of problem:
The SR-IOV CSV was misconfigured to add the operatorframework labels in spec.labels instead of metadata.labels. As such, the operator cannot be installed via the web console on ppc64le. This is arch specific.

Adding "reviewed-in-sprint" as the PR for this bug is on-going at the moment and the bug was not resolved by the end of the previous sprint (team will continue to work on the bug this sprint)

Setting "Blocker-" and de-escalating to Medium after discussion with the Multi-Arch team due to the following reasons:
1. There is a suitable workaround
2. No critical operations are affected as this is a "visual" bug
