Description of problem:
During openshift-install execution must-gather sub-command partially works.
the logs are gathered from the bootstrap node only, 
The impact is it's harder to troubleshoot installation issues.

How reproducible:
100 %

Steps to Reproduce:
1. Run openshift-install create cluster
2. Cancel the installation before the bootstrapping phase is completed
3. run `openshift-install gather bootstrap` 

Actual results:
the generated tarball contains bootstrap node logs only.

Verified on openshift cluster version 4.9.0-0.nightly-2021-07-17-212317 and RHV engine ovirt-engine-4.4.7.6-0.11.el8ev.noarch

Steps: 

1) Run openshift-install create cluster
2) Cancel the installation before the bootstrapping phase is completed
3) run `openshift-install gather bootstrap`
4) the generated tarball now contains bootstrap logs, control-plane logs, and gather log
