Verified the issue using 4.7.5 build 4.7.5-246.ci.
Ran "s3cmd sync" with paramaters below:
    $ fio --randrepeat=1 --ioengine=libaio --direct=1 --gtod_reduce=1 --name=test --directory=/usr/share/ocs-pvc --bs=1024K --iodepth=4 --size=2G --rw=write --nrfiles=2048.0 --refill_buffers=1

Performance number is closed to 4.7.4 and 4.8 releases:
 * Uploaded 2147483648 bytes in 386.1 seconds, 5.30 MB/s. 
 * Uploaded 2147483648 bytes in 383.6 seconds, 5.34 MB/s.
