Add VM.stateless property to support validation.

Validation service is Tech Preview, so we won't do more than regression tests. It is reasonable to pull in this small change. Setting target release to 2.1.0.

Verification steps:
Have a stateless VM, and check in the MTV api inventory the json, a stateless property.
