Cockpit RHDS Scrolling Not Working in Large Window

Description of problem:
When navigating around the RHDS Cockpit UI, pages that are longer than the screen size, cannot be scrolled down to view. Adjusting the page size can be used to see longer pages, but screen size is finite.
Using up/down arrow keys and page up/down in the browser also does not scroll the screen.

Other RHEL provided Cockpit pages with long pages (eg logs or services), are unaffected and provide the ability to scroll within cockpit.

How reproducible:
Always

Steps to Reproduce:
1. Install RHDS 11.3 on RHEL 8.4 using official documentation
2. Enable Cockpit (`systemctl enable --now cockpit.socket`)
3. Setup DS instance using `dscreate interactive` using the defaults
4. Access Cockpit
5. Navigate to Tools -> Red Hat Directory Server
6. Click Schema tab
7. Attempt to scroll down
8. Repeat with other RHDS tabs

Actual results:
Content is constrained by browser window size, no scrolling can occur.

Expected results:
Page would scroll normally

Additional info:
Have tested this with the following browsers - all exhibit the same results.

Chrome: (91.0.4472.114 on Mac & 86.0.4240.198.1 on Fedora 31)
Firefox:(78.11 on Mac & 82.0.2 on Fedora 31)
Safari: 14.0.3 (14610.4.3.1.7) (macOS Mojave 10.14.6)

I have the same issue with Firefox 89.0 of Fedora34, connecting to cockpit on RHEL8.4 running:

left-right scrolling in the schema iframe works as expected, but it does not have a vertical scrollbar and arrow keys etc do nothing
