Ceilometer reports the instance ID under the host label which causes to instances appear in the Infrastructure dashboard in the "Nodes" list which is wrong behavior. Only overcloud nodes should appear in the Nodes list.

This could be improved by renaming the "host" key in ceilometer metrics to something else

Cloned in preparation for fix to STF 1.2, but realized that it is not affected. Closing.
