Description of problem:
Adding route rules to ovs interface fails with "type:ovs-interface failed with error=nm-connection-error-quark: connection.master: A connection with a 'ovs-interface' setting must have a master."

Version-Release number of selected component (if applicable):
nmstate-1.1.0/nmstate-1.0.4

How reproducible:
100%

Steps to Reproduce:
1. Run the reproduction script


Actual results:
Error message type:ovs-interface failed with error=nm-connection-error-quark: connection.master: A connection with a 'ovs-interface' setting must have a master.

Expected results:
It should pass
