Description of problem:
There are certain ceph service packages in rhceph-5-tools-for-rhel-8-x86_64-rpms which are redundant and which we want users to use inside a container (i,e not to be used as baremetal package)
Example : ceph-mds , ceph-radosgw

We need to remove such packages from tools repo 
1) to avoid any mishaps bacause of using them as a baremetal package.
2) to avoid redundancy

This is not a documentation-worthy change, because we did not support non-containerized *server* RPMs (mds, mrg, radosgw, etc) outside of the container image in RHCS 5 either. There is no change for the user between RHCS 5 and 6.
