Description of problem:
FFU job failed seemingly due to error during upgrade: "cannot change locale"

How reproducible:
unsure

Steps to Reproduce:
1. run job: DFG-enterprise-baremetal-upgrade-16.2_from_13-3control_2compute_externalceph-regression

Actual results:
fails at stage: Overcloud FFU upgrade run


Expected results:
Job succeeds


Additional info:
seems to fail due to the cannot set locale error, but not completely sure. Will add logs in comment.
