Glance added support to configure unified quotas using keystone limits. To enable unified quotas 'use_keystone_limits' config parameter needs to be set.
The parameter needs to be added in puppet-glance, puppet-tripleo & THT.

Also we need to provide/set/register some default values to quotas if we are enabling it.
