Description of problem:
Metal ipi jobs are failing due to api server connection errors. For example, in this job https://prow.ci.openshift.org/view/gs/origin-ci-test/logs/periodic-ci-openshift-release-master-nightly-4.9-e2e-metal-ipi/1412982493350465536

There are a couple of errors;
[WARNING]  (11) : Health check for server masters/master-1 failed, reason: Layer6 timeout, check duration: 1000ms, status: 0/3 DOWN.
