This has been given an exception flag by the TRAC team see https://issues.redhat.com/browse/OSP-12285

For future: This BZ had no release acks PM/Dev/QE so it would not have made it into the release without the rhos-16.2 flag +. This time I've given it all three acks and the exception. i can't do this every time. Triaging process must be followed.
