There is an upstream enhancement for cephadm usage - https://docs.ceph.com/en/latest/cephadm/operations/#client-keyrings-and-configs
This tracker BZ is to track 
1) Inclusion of code in 5.1 build and 
2) Testing of this new enhancement

Has been replaced with a new cephadm-ansible client playbook.
