There is an upstream enhancement for cephadm usage - _no_schedule - https://docs.ceph.com/en/latest/cephadm/host-management/#special-host-labels
This tracker BZ is to track 
1) Inclusion of code in 5.1 build and 
2) Testing of this new enhancement
