This is a tracking bug for following the work required to upgrade terraform in https://issues.redhat.com/browse/CORS-1520.  Multiple other bugs have been opened for specific issues which will be linked here.

After one week's CI testing, no regression issue found for each platform(AWS/GCP/Azure/vSphere) installation, move this bug to VERIFIED.
