Describe the issue: 

Using the option --to-image on command "oc adm upgrade" and upgrade OpenShift from x.y version to x.y+2 (for example, from 4.5. to 4.7) is not supported and it can make the cluster become unusable until the extreme that it will have to be most likely reinstalled.


Suggestions for improvement: 

Include a warning on documentation explaining that upgrades to non-contiguous versions are not supported and performing them can drive to a very complicated situation.


Additional information: 

The reason why severity is urgent is because the consequences of this unsupported action can be very drastic.
