I'm moving this ON_QA so that we have independent verification that the bug is fixed in the current latest release. This ensures that even if the downstream fix is good we have proof that upgrading into 4.7 won't regress. In the future when you discover a bug that was fixed during feature development please create the dependent bug chain back to master as you have here, but set those bugs ON_QA and explain the bug so that QE knows what to do.

Moving to verified as we are not hitting the original issue in 4.7.0-0.nightly-2021-07-17-030311 on top of OSP 13.0.15 (2021-03-24.1).
