fails on ovn controller and ovn metadata getting added SSL certs on OSP16.

This is solved for ovn controller by bumping the image in hybrid mode to OSP16 version but the ovn metadata agent cannot be bumped as it has OS dependencies. Lucky for us it misses one patch to make it work - https://opendev.org/openstack/networking-ovn/commit/48daa78006b142f0d2a2a4de182aff42daf55309


We need this patch backported in OSP13 for FFWD.
