Description of problem:
After upgrade from 6.9 to 6.10 and pulp2 removal some pulp2 related packages (mod_wsgi, squid) remain on the upgraded setup.

How reproducible:
always


Steps to Reproduce:
1. upgrade a Satellite from 6.9 to 6.10
2. run `satellite-maintain content remove-pulp2`
3. rpm -qa | grep mod_wsgi
4. rpm -qa | grep squid


Actual results:
Packages are present
squid-3.5.20-17.el7_9.6.x86_64
mod_wsgi-3.4-18.el7.x86_64


Expected results:
They should be missing

Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/32945 has been resolved.

Verified on 6.10.0 snap 12 with rubygem-foreman_maintain-0.8.10-1.el7sat.noarch
