Description of problem: In Openshift 4.9 we added the csi-resizer. Currently, the resizer doesn't work in OFFLINE mode due to an implementation based on DiskAttachments and the fact that the NodeStage Cap needs fixing[1]. Once BZ[1] is done we should port to implementation based on Disk objects to support OFFLINE expansion. step to reproduce: 1) Create PVC and don't create any pod 2) resize storage of PVC 3) Check that size of storage update actual: size updated successfully.
