Description of problem:
Tempest upstream patch needs to be backported:
https://review.opendev.org/c/openstack/tempest/+/670696

The reason for backporting this patch is that it is required by some downstream QoS tests (see line 804 from this file):
https://code.engineering.redhat.com/gerrit/c/rhos-qe-tests/tempest_neutron_plugin/+/236627/6/neutron_plugin/tests/scenario/test_qos.py

The required patch is already included in OSP16.2, so this BZ does not need to be cloned

Fixed in version openstack-tempest-24.0.0-1.20210925123311.c73e6b1.el8ost build contains the backported change, the build is part of RHOS-16.1-RHEL-8-20220121.n.1 puddle -> VERIFIED.
